Interim / Fractional CTO — Technology Division (Construction Sector)
Location: M4 Corridor (Wales/London) — on-site presence required, remote team support
Day Rate: £800–£1,200 (dependent on experience)
Contract: 3–6 months initial, with potential to extend
The Opportunity
Exec Capital is retained to find an experienced Interim or Fractional CTO to lead the technology function of a growing division within a well-established group serving the construction sector. The division provides web and mobile platforms used by contractors and their clients, with a mobile product currently experiencing rapid growth on the back of regulatory-driven demand (Making Tax Digital).
Following the recent departure of the Head of Engineering, this is a hands-on leadership role: stabilising and directing a team of internal engineers, outsourced full-stack developers, mobile developers and testers through a period of growth and technical transformation.
The Role
- Provide interim leadership of the technology function, reporting into the divisional/group leadership
- Own and re-architect an ageing web platform requiring significant technical modernisation
- Support and scale a high-growth mobile application through its next stage of development
- Manage a mixed team of internal and outsourced engineering resource across full-stack, mobile and QA
- Bring structure, technical governance and delivery discipline during a leadership transition
- Assess and advise on technology roadmap, architecture decisions and resourcing model
- Work closely with commercial and operational stakeholders to align technology delivery with business growth

Azure, .NET, Angular, Flutter, Firebase, Supabase
About You
- Proven track record as CTO, Head of Engineering, or senior technical leader in interim/fractional capacity
- Experience modernising legacy web platforms (ideally .NET/Angular) alongside scaling mobile products
- Comfortable managing blended internal/outsourced engineering teams
- Available for regular on-site presence in the M4 corridor
- Available to start at short notice for an initial 3–6 month engagement
